<summary type="text">The Political Process of Bureaucratic Reform

This study examines the political process of bureaucratic reform in Wonosobo regional government from 2011-2015. The article uses political and bureaucratic frameworks to describe the interplay of bureaucrats and politicians in the phases of bureaucratic reform. Data collection for this study employed document review and in-depth interviews with key informants. Results of the study show that the political process of bureaucratic reform mainly involved dialectical interactions between actors in the Wonosobo Regional Government and the Regional House of Representatives. The interplay of actors can then be explained through the actors’ configuration, issues that are confronted by the actors, conflicts of interest between actors, and influence tactics used by actors in managing issues and struggling for their interests. The experience of the Wonosobo regional government shows that bureaucratic reform does not only concern technical and administrative capacities in carrying out institutional arrangement, but it also involves political aspects namely visionary leadership, strong political will to conduct reform, and effective use of influential tactics to gain political supports for the reform.

Environmental quality can be improved, especially to deal with climate change issues, if the government bureaucracy is able to perform distribution and management for urban green space. This is a crucial obligation wherein its implementation the government should develop the spirit of green bureaucracy in the long term. One of the government programs that can fulfill that obligation is green village innovation. Some bureaucracy is related to the development of this program, although until now, the Dept.of Environment is the only stakeholder that plays a role. Ideally, this program can be successful with the synergy of all stakeholders. This study will discuss the role of bureaucracy in the green village innovation model in the Yogyakarta Special Region (DIY), Indonesia. The method was performed by the qualitative approach and secondary documents analysis. The bureaucracy roles and recommendations for improving the green village innovation model bureaucracy will be explained in this journal. The bureaucratic roles of program implementation experience errors at the management level, such as an error in the technical-operational. In addition, limited resources cause uneven spread to the objects. In the end, the resources are insufficient so the results are less efficient. Therefore, repositioning the bureaucratic role to the conceptual level and doing coordination with the related parties is required

<summary type="text">The local elites perception of "hamemayu Hayuning Bawana" philosophies in the Green Village Program in Yogyakarta Province

This article explains the philosophy of "Hamemayu Hayuning Bawana" as the local wisdom of Yogyakarta Province, which is a fundamental value in the green village program to cope the climate change. The teaching of the value of caring for the environment has been widely recognized by society, however, it has been eroded by modernization. To overcome the gap in cultural understanding with low implementation and realization, then this research focuses on how philosophical values are imbued in the green village program based on the perception of the local elite? The survey result of 118 local elites had been distributed across 45 villages were processed using SPSS, in form of descriptive statistics. The applicative understanding of these values is not yet detailed and technical. Thus, the implementation of philosophical values for green village development planning is still limited. In order to enhance the inspiration and realization of the philosophy, it is necessary to develop the spirit, innovation, creativity, applicability, participatory and proactivity of the local elite. We prove that the local elite must be able to change the philosophical concept within real behavior to build a sustainable green village.

The criticality of watersheds in Indonesia can trigger water scarcity and trigger environmental damage if it is not handled as early as possible especially during uncertain climate change conditions. The long-term impact of this condition, if it is not handled properly, is the damage to the ecosystem and habitat that can disrupt rainfall patterns. Regulatory issues, sub-optimal community empowerment, lack of public awareness, and the decrease of forest productivity are some of the causes. This study was aimed to find out the extent of environmental deterioration using indicators of Erosion Hazard (EH) and landslides and to formulate environmental management strategies as an effort to conserve the environment. Data collection for the first purpose was undertaken by observation, literature review, documentation, and for the second purpose was conducted by measurement, observation, and interview. The results of the analysis can be concluded that the level of environmental damage in the Widoro Sub-watershed was in the category of minor damage. It can be seen from EH and landslides that occurred in the Widoro Sub-watershed. The erosion and landslides that occurred were at a harmless level. The environmental management strategy included counseling and assistance activities, improvement of sanitation facilities, and monitoring and law enforcement on community activities related to land use, erosion, landslide and disaster, and also the selection of plants with high value economic.
