This research investigates the implementation of talent management in Indonesian state-owned enterprises to improve digital leadership competency. More specifically, it examines learning organization as a mediator between talent management variable and digital leadership. Purposive random sampling is used to gather data from respondents from 26 state-owned enterprises representing ten industries in Indonesia. The originality of this research is the exploration of the influence between talent management, learning organization, and digital leadership competency, which has never been examined. This study is the first attempt to measure the impact of talent management and learning organizations on digital leadership competencies based on empirical data in Indonesian government-owned companies. This research identifies that talent management has a positive and significant influence on learning organizations, and learning organizations have a positive and considerable influence on digital leadership competencies. The impact of talent management on digital leadership competencies, which the learning organization fully mediates, shows a positive and meaningful statistical relationship. However, the hypothesis directly testing the influence between talent management and digital leadership competencies has a small relationship. Based on these results, this study recommends that organizations integrate and align talent management and learning organization strategies to foster the growth of talents with solid digital abilities.

This paper aims to investigate the influence the Program Keluarga Harapan (PKH) in Indonesia, on the academic performance of poor students in elementary and junior high school. The design of this impact assessment was based on Randomized Control Trial (RCT). Data was drawn from panel surveys conducted in six provinces in 2007, 2009 and 2013, covering approximately 3,360 villages. Evaluation of the PKH found that it has been able to increase net enrolment rate by 7.1% and the gross participation rate for junior high school students by 7.6%. Nonetheless, PKH has yet to yield significant increases in enrolment and gross participation rate at the primary school level. PKH significantly improves student attendance at the elementary level but, contrarily, has not shown a significant impact on junior high school attendance. PKH delivers significant results in terms of school examination achievement at the junior high school level for Bahasa Indonesia, Mathematics and English, as well as national examinations for Mathematics. However, the basic education in Indonesia is still unable to address issues of the teacher absenteeism (in both elementary and junior high schools) and the lack of quality educational facilities.

<summary type="text">Strategies for rescuing banking in the economic crisis

This research intends to carry out an intensive study to the public policy case for producing the strategy of banking policy formation after the monetary crisis. The methodology consists of qualitative research approach. In this research, the case study method is employed. The data are analyzed by using the interactive analysis moving ones from the data collecting, condensation, and performance, until the conclusion or verification. The result shows that the bad governance has led to unclear contract between the principal and the agent. This increases the transaction cost. The government (the principal) through the banking liberalization policy gives the big freedom to the banks (the agents) to carry out the business extensification without the support of strict supervision. This has caused the bad bank management was not detected and corrected by the central bank. In addition, the incentive structure in allocating resources does not stimulate the bank obedience to the given formal rules.

The Indonesian Ministry of Environment and Forestry recently issued a 35-year permit-based social forestry, called Izin Pemanfaatan Hutan Perhutanan Sosial (IPHPS), which was implemented in forestlands managed by the State Forest Corporation (SFC). IPHPS is a unique scheme because social forestry permits were previously granted on forestland unencumbered with rights. It provides more secure tenure rights (long-term permits), greater decision-making authority, and improved profit-sharing arrangements compared with the SFC’s co-management model. However, IPHPS has not attracted widespread interest from local communities. This paper aims to identify and to analyse factors that explain local communities’ low interest in the policy. Results show that local communities have not been attracted by the scheme because it requires them to undertake substantial investments in reforestation and make several payments to the government beyond their means. This paper highlights the specific challenges related to access mechanisms and benefits to local communities from the granted rights. Lastly, local communities were prone to manipulative persuasion by the SFC to continue the co-management model.
