Government applications and technologies enabled by cloud computing, mobile computing, and the Internet of Things have resulted in an increase in the volume of data that must be processed, stored, and transferred. The complexity of data centers can be difficult to comprehend, but comprehension is critical to their success. The investigation employs a qualitative approach, with graphs and tables visualized using the NVivo software tool, to detect the reconfiguration of each government actor involved in the implementation of the Electronic-Based Government System. To achieve an integrated and comprehensive Electronic-Based Government System (SPBE), Central Agencies and Local Governments must work together closely. Cloud computing enables data center infrastructure to be supplied in an adaptable, load-sensitive, and integrated manner.

Nowadays, implementation of interoperability in eGoverment services become more important and larger, As of reference, interoperability is connection of different systems, information and schema of working, in among different administrations which running together and could be applied around the world. Interoperability is implemented in eGoverment with various form that distinctive each other. Interoperability is very important in supporting eGoverment for achieving a good service. eGoverment applied interoperability schema to give a lot of service for the citizen and to achieve a one-stop government in a country. In addition, eGoverment services based interoperability is a part requirement for designing and implementing various eGovernment applications for certain goal. Today, Interoperability composed of heterogenity and dynamic data sources in a transaction. Therefore, in this paper we propose a novel approach to solve interoperability in eGoverment services with heterogeneous data source by using adaptive ontology schema.

Interoperability is connection of various systems, information and schema of working, in among different administrations in a state or around the world. Interoperability is implemented in e-Government has a shape that distinctive each other. Interoperability is very important for e-Government services. interoperability is very important in supporting a good service in electronic government (e-Government). e-Government use to give a lot of service for the customers' and to achieve a one-stop government in a country. In the other hand, interoperability in a e-Government services is a part requirement for designing and implementing various e-Government applications for certain goal. Interoperability has used more data sources in a transaction. Therefore, in this paper we review more approach of interoperability in e-Government services to get appropriate model in e-Government services with dynamic information.

Today, the implementation of eGovernment services in many countries become larger. Interoperability is how to interlink different systems and different schema of working in among different administrations when eGovernment services run a number of applications. Furthermore, the interoperability can be implemented in all over the world. The interoperability, a concept that supports eGovernment interlinking, is used to achieve a good service of eGovernment accessed by public. When the application of eGovernment is growing, the quality of services becomes an important aspect. However, various data and systems will cause problems among them, such as different field names in the database, different tables and so on. Therefore, in this paper, we propose a model for achieving good Quality of Service (QoS) for eGovernment services. We propose an adaptive ontology method to get high QoS in eGovernment services with heterogenity data and information.
