The Food Estate Policy implemented in Central Kalimantan has had a significant impact on the local economy and community welfare, although it poses various challenges. The purpose of the post-implementation review is to comprehensively evaluate the impact of the policy using both secondary data and field interviews as well as through a literature review. The analysis seeks to understand the influence of the policy on the local economy. The results show that the Food Estate program has increased Gross Regional Domestic Product (GRDP) growth in several districts such as Kapuas, Pulang Pisau, and Gunung Mas, and created new jobs. However, the distribution of economic benefits has not been equitable, with welfare inequalities between farmers and indigenous communities. Negative impacts such as deforestation, environmental degradation and social conflict also need to be addressed. This research provides important insights for more inclusive and sustainable policy improvements, with a focus on community welfare and environmental sustainability in the affected areas.

This study aims to analyze variations in school responses in dealing with the complexities of School Operational Assistance (SOA) policy implementation. Several policies that gave rise to complexity in this study were included such as the policy of transferring SOA funds directly to schools, the policy of implementing the remaining SOA funds as a deduction for the following year's SOA funds, the policy of spending based on the Procurement Information System in Schools, and the policy of financial planning and reporting based on the School Activity Plan and Budget Application. The sample for this study consisted of 24 schools consisting of elementary and junior high schools that had remaining SOA funds for 2019-2021 in Yogyakarta City, Sleman Regency, and Gunung Kidul Regency. This research is qualitative research using interview techniques with school principals, SOA treasurers, and senior teachers. The data obtained were processed using the NVivo qualitative software. Based on the results of processing data sourced from interviews, there are three variations of school responses in dealing with policy complexities, namely acquiesce, compromise, and adjustment. The novelty of this study is the emergence of an adjustment response. The results of this study have an impact on policy makers so that in formulating policies it is necessary to look at old policies that are still valid so that policy actors do not experience a dilemma.

This paper systematically identifies the determinants of COVID-19 death rates at the initial stages of the outbreak in Indonesia by considering configurations of government conditions (responsiveness, ability to control case rate, and capacity to cure infected people) and societal conditions (vulnerability and compliance). Configurational analysis using crisp-set QCA was employed to analyze these sets of conditions and outcomes in 34 provinces throughout Indonesia. The results show that the high ability of local government to control the spread of the disease is a necessary and sufficient condition for a low death rate. However, the opposite condition (the low ability of government) is only necessary but not sufficient for a high fatality rate. To create sufficient conditions for a high death rate, the low ability of local governments to restrain the spread of the virus requires other specific conditions, particularly a low level of community obedience to the restriction policy. The present study highlights that the institutionalization of a new normal life during the pandemic through regulative, normative and cultural-cognitive mechanisms is of paramount importance.

Pelatihan dasar calon pegawai negeri sipil (Latsar CPNS) is basic training for newcomer civil servants that must be followed during the pre-service period. The coronavirus disease 2019 (COVID-19) outbreak has caused face-to-face learning in the classroom to be canceled, so the learning process in the training organization must be replaced with a learning process using massive open online course (MOOC) and learning management system (LMS) with a distance learning system. This study used a modified form of the unified theory of acceptance and use of technology (UTAUT) model framework. The core factors in the UTAUT framework called facilitating conditions, will be divided into two factors. The two factors are the availability of infrastructure and devices, and internet capability (IC). The respondents of this study are newly recruited civil servants at the Ministry of Transportation of the Republic of Indonesia with 400 respondents used in the analysis process. We found that performance expectation (PE), effort expectation (EE), social influence (SI), and self-efficacy (SE) affect student behavior (SB). In addition, SI and IC affect SE. Meanwhile, the relationship between infrastructure and device availability (IDA) with SE has an insignificant result. In improving Latsar CPNS services, training organizations should pay attention to several factors that can influence SB.
