<description>Diaspora and human development based on scientific literature
Syafitri, Freesca; Purwanto, Erwan Agus; Susanto, Ely; Ratminto, Ratminto
Purpose&#13;
The diaspora phenomenon has a significant impact on human development, but it is seen that very less researchers have explored this area for developing economies and specifically regional level. This research aims to fill this knowledge gap of diaspora and human development themes (DHD) by evaluating global studies and proposing future perspectives and research agendas in this area.&#13;
&#13;
Design/methodology/approach&#13;
The research uses a well-proven method of bibliometric analysis to understand the subject and identify the gaps. Data filtering was done by specifying “Diaspora” and “Human Development,” without limiting publication year, document type, author affiliation or document type. A file of 122 manuscripts published on Diaspora and Human Development (DHD) between 1987 and 2023 was retrieved from the Scopus database Core Collection for analysis.&#13;
&#13;
Findings&#13;
The results of this study reflect the limited research interest in Asia and highlight the critical need to encourage further research in the region. The results highlight the evolution of study volume, most affiliated countries and cited documents, as well as keyword frequent occurrences. This study also includes thematic map that highlight eight themes of research throughout the period: economic development; human capital; knowledge transfer; social capital; transnationalism; capacity development; human right and acculturation (socio cultural transformation). This finding shows that these cross-cutting themes play a crucial role in the diaspora’s contribution to human development.&#13;
&#13;
Originality/value&#13;
This research provides a better understanding of the relationship between diaspora themes and human development. Furthermore, it concludes by proposing future perspectives guideline and research agenda in this area.

<description>Merit System
Rintaka, Muhammad Ilham Nur Ikhsan; Ratminto, Ratminto; Sumiar, Haening Ratna
This research aims to compare merit system implementation for top leaders filling positions in North Buton Regency and Kendari City. Another objective is determining the driving and inhibiting factors for implementing the merit system in the two regional government agencies. This study employs the merit principle theory (Stahl, 1979) and the best person theory (McCourt, 2007). The method used is descriptive qualitative; the primary data are obtained from interviews, and secondary data are obtained from documentation and archives. The informant selection technique uses a purposive technique. The research results show that in top leaders filling positions, there are significant differences between the North Buton Regency and Kendari City regarding the merit system principles. The factors influencing the implementation of merit systems in both areas are socio-cultural, political, and organizational. The driving factors to enforce the merit system in Kendari City are greater than its inhibiting factors, while North Buton Regency is the opposite. Nearly all the driving factors in Kendari City are the inhibiting factors in North Buton Regency. However, there is a similarity of non-discriminatory treatment in both local governments. This research contributes to the knowledge and literature pertaining to top leader selection practices in developing countries.

<title>Expert perspectives on disaster risk reduction strategies in the tourist area of Borobudur-Yogyakarta-Prambanan in Indonesia</title>

<description>Expert perspectives on disaster risk reduction strategies in the tourist area of Borobudur-Yogyakarta-Prambanan in Indonesia
Rindrasih, Erda; Ratminto, Ratminto; Effendi, Kurnia Cahyaningrum; Silviani, Dian
Tourism plays a crucial role in the economic growth of many countries. However, tourist destinations located in disaster-prone areas face increased vulnerability in the event of natural disasters. It is essential for these areas to have specific interventions, plans, and policies that focus on reducing disaster risk, while ensuring the safety of residents and tourists. This study proposes strategies for minimizing disaster risk using Indonesia's Borobudur-Yogyakarta-Prambanan (BYP) region as a case study. The study used an Analytical Hierarchial Process in a Strengths Weaknesses Opportunities and Threats (SWOT-AHP) analysis to prioritize factors through pairwise comparisons and develop strategic alternatives based on expert perspectives. Primary data were collected through aSWOT-AHP questionnaire that was provided to 22 experts in tourism and disaster management in Central Java and Yogyakarta Special Provinces. Secondary data were obtained from government documents, specifically the Disaster Risk Reduction Plan for the BYP regions (2023–2027). The results indicate that “implementing land-use policies to promote tourism development while considering disasters” is the most important strategy, based on expert judgment. The BYP tourist destinations provided a case study to identify strategies to reduce disaster risk in tourism areas.

<description>To What Extend the Social Assistance Smart Application Can Be Monitored Sustain Environmentally and Inclusive? Case Study
Winarsih, Atik Septi; Ratminto, Ratminto; Valmoria, Junsel James Y.
This research aims to explore the diverse facets of monitoring the Social Assistance Application in order to evaluate the long-term viability and comprehensiveness of the program. In this study, we will examine the various technological tools and innovations that can be utilized to establish a streamlined and ecologically sustainable application process. Qualitative methodologies are used in social science research to examine the impact of welfare programs, obstacles faced, service efficacy, and policy enhancement, particularly in the context of social assistance. The result found that the Social Assistance Application under the Program Keluarga Harapan should focus on sustainability and inclusivity. This can be achieved by reducing energy and computational resources, monitoring for data leaks, and ensuring data security. The system should be flexible and adaptable, with a mechanism for addressing grievances. Environmental sustainability can be achieved through digital solutions, eco-friendly data centres, carbon offset programs, and eco-friendly outreach. Inclusivity can be achieved through accessibility to technology, language and literacy support, community engagement, and feedback mechanisms. Regular monitoring and evaluation, training, and community empowerment are essential for implementing these practices.
