When the pandemic hit the world in early 2020, public administrationwas faced not only with complex problems, but also tumultuous challenges marked by theemergence of unpredictable events. In the new hybrid world, public administration hasevolved into a distinct model that enables organizations to use new and emergingtechnologies.
