| dc.description.abstract | Abstract This study discusses the efforts of the Government of Padang city to improve the community preparedness. Improving the preparedness efforts is one of Hyogo Declaration mandate 2005-2015 about the importance of increasing the level of real preparedness in disaster risk reduction, including the preparedness of the community. The purpose of this research is to evaluate and know the factors restricting of government efforts and Padang city in improving the preparedness of community as a form of disaster risk reduction efforts the earthquake and t sunami. This research was conducted with descriptive method with the qualitative approach. The data in this research is the primary data obtained through interviews and secondary data obtained through observation and collect data that are relevant to the theme of research. Data that has been collected is analyzed with descriptive qualitative techniques. The results of this research shows that the government of Padang city generally have started to pay attention to factors of preparedness as an important element in disaster management with a variety of programs have been initiation preparedness. There are 2 categories of the efforts made by Government of Padang city in enhancing preparedness community. First: increasing the Community Capacity by providing the knowledge and understanding of disaster that spelled out into action disaster preparedness curriculum integration into the formal education curriculum, disasters, simulated socializing and community empowerment through the formation of disaster preparedness in every village. Second: provision support facilities preparedness communities, by setting policy, the creation of operational Guidelines in case of an emergency and evacuation facilities development, as well as early warning facilities. However the majority of the program made still are incidental and not in a sustainable way. Provision hand of community preparedness support facilities (repair line evacuation, provision of vertical evacuation location) average is still in the planning stages. The existence of restructuring and its frequent mutations in the BPBDPK body, the lack of availability of budget related preparedness, as well as the presence of apathy from the community is the bearer of three factors in an attempt to increase preparedness conducted the government of Padang City.
