| dc.description.abstract | ABSTRACT Regional Research Council (DRD) of East Nusa Tenggara (NTT) province was established to formulate various policies and priorities of science and technology development program related to research, development and engineering. Research-based government policy is important base for DRD as government Think Tank in supporting development program in NTT. This research is focused on evaluation of DRD function to describe and analyze factors influencing implementation of DRD function and identifying factors inhibiting implementation of DRD task and function. The research used qualitative approach with in-depth interview to explore and analyze dynamic of DRD as public policy Think Tank. The result indicated that DRD has not been perceived as institution strengthening local government policy function. It is indicated by establishment, recruitment and socialization designs that were not prepared in quality and effective manner. Its members were appointed politically and formalistically that have implication on low institutional performance in doing its task and function particularly in producing road map and recommendation of contextual research according to local development needs. In addition, to strengthen research based public policy formulation, DRD faced problems of limited human resources, conflict of interest between institutions, development pattern orienting on project and minimal legitimacy of DRD due to weak communication and coordination with strategic partners. Minimal capability of its research products may be seen from amount of research adopted by the province government that has not achieved expected standard. One of the factors is low quality and low representation of development requirement and issues ranks. Insufficient facility of the research institution and scientific product produced by DRD as Think Tank for evidence-based policy alternative inhibits implementation of development program in NTT. Main recommendation of this research is that government should support institutional strengthening of DRD through improvement in recruitment mechanism based on professional and rational criteria. It addition, it is necessary commitment and capability to begin tactically carrying on fund source outside local budget to support and strengthen implementation of DRD function so its role as Think Tank for provincial government in supporting development program can be realized maximally.
