dc.description.abstractABSTRACT Community empowerment was actually an effort to empower community through learning efforts so that were able to manage and were responsible on the development programs in their own settings. This participative learning was emphasized so that the community would open-heartedly conceive that they were not merely objects but they actively played roles to solve problems in their settings. That learning was implemented in developing community capacity in which the implementation should be adjusted with community characteristics and local community abilities. The community empowerment effort it self, viewed from social problems as a process, could be understood with the study conducted was not limited as problems identification efforts, but also covered efforts to undestand and to lean bacgrounds, causing factors and problems-related factors. The efforts could be conducted by a communicative approach. One of them was by a development communication approch. This research was aimed to obtain an illustration on communication conducted by volunteers/facilitators in growing community active participations in the implementations of BKM-PNPM Mandiri programs in Polanharjo District, Klaten Regency, what they have done, what strategies they applied, various obstacles/problems facing and how to solve them, success determination factors, stimulus they obtained in the assistance task implementation and so on, so that PNPM Mandiri implementation was welcomed by community in the location. This research used a case study method as one of qualitative traditions, in which this case study method was used to obtain illustration on community empowerment process implementation and to view how the empowerment process was implemented by the governmental-assigned officials and the community itself. From the research result, it was known that community empowerment activities in Polanharjo District had been implemented according to the empowerment principles and had been successful to change community awareness level and also to improve their understanding to actively play roles in their own region development. The finding obtained was how much obstacle and stimulus factors in communicating programs to implement. The community of Polanharjo District itself had realized empowerment concepts and they had knows how to use it for their own regions interest, however to head for an accustomed phase, it still needes more learning so that they were really ready to be fully responsible in the development management. The community had also been ready to continue the empowerment programs running, even though independently this had not been implemented by the community and was still needed an intensive assistance from external parties and also a continuous funding aids.
