| dc.description.abstract | Abstract This research is aimed to find out the value added efforts made by Government to develop Lombok Island tourism post-operation of Lombok International Airport in 2014 by using GVC as the analysis tool. Using GVC was intended to facilitate analysis the involvement of each actor in building an industry, especially service tourism service industry. The tourism industry could be observed through the segments in Horizontal Activities, which are Inform Technology Outsourcing (ITO), Business Process Outsourcing (BPO) and Knowledge Process Outsourcing (KPO). In ITO segment, had been found value added efforts made by Government showed significant results, as evidenced by the improvement in infrastructure and the information system owned by the tourism industry. In BPO segment which has close relation with the quality of human resources, had showed the value added effort by government was not significant yet, because the quality of the human resources still not good enough in serve tourist. As for the KPO segment which is the highest segment in horizontal activities had shown the effort by Government as evidenced by the development of tourism industry in RIPARDA. The number of tourist arrivals and the number of international airline flights have increase significantly each year. This research offers uncommon literature in international relation, where the role of non-state, in this case local authorities on Lombok Island who managed to attract the impolvment of private sector in developing tourism industry such as international airlines.
