dc.description.abstractABSTRACT The risk management in a partnership, including the partnership in managing the Trans Jogja Bus, is characterized by the process of identifying risks, of setting risk management priorities and of taking decisions in the risk control. The objective of risk management is to minimize the possibility of having loss that an institution might experience in the future. In this context, risk management is regarded as an effort (a process) of deciding the strategy for anticipating the worst possibility that might occur in the future. In general, the researcher through the thesis would like to analyse the risk management of partnership between the Province of Yogyakarta Special Region Government (the Office of Transportation, Communication and Information) and the private party (PT. Jogja Tugu Trans) in managing the Trans Jogja public transportation. By referring to the risk management review, the thesis was focused to the efforts of recognizing the risk management model that had been implemented in the Trans Jogja partnership. On other hand, the main approach that the researcher implemented was the phenomenological approach by means of in-depth interview as the instrument for gathering the information regarding the risk management process, which covered the process of identifying risk, of setting risk control priorities and of taking risk control strategic decisions. From the results of the study that had been conducted, the researcher concluded that the steps in managing risk, namely identifying the risk, setting the risk control priorities and taking risk control decisions, in the practice had been implemented by the provincial government and The Jogja Tugu Trans Company. However, the process had a tendency to be characterized by the personal interest of the stakeholders. The tendency showed that the authoritative power of the stakeholders had been very strong internally and in the partnership the provincial government had a tendency to be bureaucratic while the private party (The Jogja Tugu Trans Company) had a tendency to be business-oriented. The habits that had been institutionalized cultures in each party finally led to a big interest from each party. The provincial government justified all means in meeting their needs, namely the provision of well-qualified and affordable public transportation facility named Trans Jogja. On the other hand, the Jogja Tugu Trans Company justified all means in achieving their business targets instead of paying attention to their job performance as the operator of Trans Jogja Bus. In a wider scale, the partnership had been turned into a tool of attaining the biggest profit internally by the stakeholders and, as a result, these stakeholders abandoned the common interest in the partnership. The phenomenon above shows major suggest, that is the risk management proses should be done together by all sectors, which are connect with a high commitment, both in the normative and institutional side. This commit should be developed, due to the failure cases between public and private sector that are still happens frequently. Keyword: Partnership, Risk, Risk Management
