| dc.description.abstract | ABSTRACT This thesis aims to analyze the positive impacts of the implementation of the Humanitarian Response Fund towards capacity building through partnership. This research focuses on the mechanism of coordinating the implementation of the Humanitarian Response Fund by UNOCHA and YAKKUM Emergency Unit. Measurement of capacity building is measured in three dimensions, namely labor, capital and technology, facilities and infrastructures data were obtained from interviews and most of the literature in several journals, newspaper and online articles, as well as reference data from the internet. This thesis research resulted in several discoveries. First, application of the Humanitarian Response Fund positive effects on capacity building through partnership. Second, the effective implementation of the Humanitarian Response Fund in local organizations such as YAKKUM Emergency Unit. Knowledge and awareness of governments and communities in responding to effective disaster response is essential to face a gap of disaster management in the world.
