dc.description.abstractABSTRACT Female civil servant has low opportunity to post echelon Ii in government bureaucracy in South Sorong regency. There is imbalance in assigning individual in structural post in which the higher official position, the less women place the post. Therefore, problem studied in this research is why there is lag access of female civil servant in echelon II post in government bureaucracy in South Sorong regency. This research was intended to obtain data on discrepancy of female civil servant access in placing echelon II position from low amount of female civil servant meeting formal education quality and non formal education, low opportunity of female civil servant in placing echelon II as leader, and low gender comprehension by policy maker in South Sorong regency. This research was done on government of South Sorong Regency with informants of female civil servant placing echelon III and IV, while other informant was regent of South Sorong Regency, head of the Employee and Education and Training Agency, secretary of the inspectorate/Baperjakat and head of Women Empowerment Office. Data collection was done with observation, in-depth interview and focus group discussion (FGD), but FGD face obstacle so it was replaced with in-depth interview with other informant with qualitative-descriptive method. Some findings in this research indicate that discrepancy of female civil servant in placing echelon II in South Sorong Regency bureaucracy is cause by internal factor of the women and external factor of working environment and society. Internal factor include double role, feeling guilty, education, capacity, and self confidence. External actor include, working environment, adat society institution, culture and policy.
