| dc.description.abstract | ABSTRACT As a policy, Translocation Program of Shrimp Pond in Coastal Areas of Pantai Selatan, Bantul, need to be disseminate to get community support for the success of the implementation of the program. The strategy used by the Bantul local government is to involve all stakeholders in the program. Using the case study method, this study was able to explore the dynamics of communication between actors who involved in the communication process. The study has shown that the actors has their own interest and motives, and brought their own issues in the communication process range from socio-cultural, economic, politics and environment context. Which induced different attittude from the actors towards the translocation program. Dialogical approach taken by the working group as a mediator between the local government and the stakeholders, has been effective to accomodate the various interest from the stakeholder, by bring out consensus that bring benefit for the both parties. On the other hand, this study shown that the approach does not give a freedom to the stakeholders to express their aspiraton freely and openly, and considered has a equal power with the Working Group. The stakeholder involvement should be thought as a strategic efforts relevant and significant in terms of theoritical knowledge closer to the urgency of the program, both the impact and benefits for the community.
