| dc.description.abstract | ABSTRACT The research was based on the fact about the differences in the number of illiterate population, gross enrollment rate (GER) and net enrollment ratio (NER) released by the Statistics of Gunungkidul Regency (Badan Pusat Statistik Kabupaten Gunungkidul) and the Office of Education, Youth and Sports of Gunungkidul Regency (Dinas Pendidikan, Pemuda dan Olahraga Kabupaten Gunungkidul). This happens because of differences in concepts, definitions, classifications and measures, method of collection, analysis and presentation of data used by both the institution. This phenomenon indicates the problem of coordination between the organizers of statistical activities. Meanwhile on the statistic policy, that is the Act No. 16 Year 1997 on Statistics and Government Regulation No. 51 of 1999 on the Implementation of Statistics also regulated the problem of coordination between the agency (BPS) and agencies (government agencies). This study aims to determine the coordination between actor agency (BPS) and actors agencies (government agencies) involved in educational statistic collection data in Gunungkidul Regency in the use of concepts, definitions, classifications and measures, method of collection, analysis and presentation of data, whether there is coordination or not and what factors influence it. This study used a qualitative approach and a quantitative approach, where the interview results as the primary data is qualitative data and data of the illiterate population, the gross enrollment rate and net enrollment rate are the quantitative data as secondary data. Data collected by interview, documentation and observation. Interviews conducted with personnel from relevant agencies. Documentation and observation carried out on the documents that are relevant to the research theme. Data analysis was carried out by reduction, display and verification of the data, while for triangulation performed on interview results, documentation and observation. From the analysis, we concluded that coordination has not yet formed among the actors in the use of concepts, definitions, classifications and measures, method of collection, analysis and presentation of data in the collecting of educational statistical data in Gunungkdul Regency. There are three factors that influence this conditions : communication between the actors is not optimal, the actors have minimum understanding about the goals of statistic policy and the design of the statistics policy have not provided clear direction in statistics activity. Specially about coordination in the use of concepts, definitions, classifications and measures or methods of collection, analysis and presentation of data used by the actors organizers statistical activities.
