dc.description.abstractABSTRACT Qualified teachers who will be called professional teachers is the aim of the education and training program for the teaching profession (PLPG). The legal basis for these teaching improvements are Actc 20 2003 of the National Education System and Act 14 2005 regarding the Teacher and Lecturer. However, facts show that many teachers are still far away from being considered professional teachers by these standards and one of the causes of this is that the determination was still based on administrative requirements. The inception of PLPG was to act as a means to improve teacher competency. This program is expected to create the aforementioned professional teachers. To find out its impact for the National Junior High School teachers in Yogyakarta City, the writer used a mixed method for the research. Based on the writers analysis, the PLPG had been done in accordance with proper regulations and mechanism, but the PLPG failed to get substantial impact which is produce professional teachers. This data also shows that the PLPG has not yet provided a considerable contribution to improve the four core competences of teacher which are pedagogy (teaching technique), personality, social and professional awareness. The current influence of the PLPG is just a trigger to improve their competencies. Therefore, the PLPG was not right to be used as the determinane for the teachers certification or profession improvement. Finally, this research shows us that the program has not been making a significant impact for the improvement of teachers professional quality. Many teachers still being far from the expected professional can be seen in the big number of administrative requirements that should be filled by teachers. A sanction will be given to those who fail to complete the administration files such as, syllabus, annual programs, semestral programs and the lesson plans. This excessive administration system then only makes the teachers very busy to complete these required files and forms, instead of improving their professionalism and competence. Meanwhile, the effort for a teachers improvement requires much time, such as educational activities in accordance with lesson plans and the learning evaluation itself. Class learning, studying activities in this case, will actually help to improve teachers competency. Moreover, the improvement should be started from the universities where the teachers obtained their teaching degree. For one of the best ways to improve the teachers professionalism is by fixing the educational system in the universities where they have learnt to be teachers.
