dc.description.abstractAbstract This paper will discuss about connection strength actor democratic rule in the country to reduce the space orientation through harmonious relationships which are built into the plan Benoa Bay reclamation policy. Form of patronage is a way and access in articulating the interests of the actor. The workings of government actors and political actors as facilitators for open access to the capitalization of local resources in the plan Reclamation Benoa Bay through a decree of the Governor of Bali is the freedom of social and economic make elite has the potential to transform economic resources into political resources and a major influence on political format development Bali either formally or informal. Relationship pattern Benoa Bay reclamation policy is a product of elitist policies. Because this policy is only spinning and designed among governments without involving the whole community.
