dc.description.abstractABSTRACT This study, "Humanitarian Aid and Environmental Impacts: Case Studies Humanitarian Action after the 2004 tsunami in Aceh" contains the valuation of the relationship between a humanitarian operation with environmental impacts that take cases humanitarian activities during the process of rehabilitation and reconstruction post-tsunami Aceh, 2005-2009. This qualitative study has utilized report documents and semi-structured interviews to some humanitarian workers, environmental activists, and beneficiaries of the Aceh tsunami aid. In addition, other secondary data has used as supporting. In general, this research is expected to explain the relevance of environmental aspects in the activities of humanitarian action, as well as how we can evaluate the impact of the humanitarian aid program, in the context of learning for similar activities in the future. In particular, this study wanted to examine the determinants of why post-tsunami reliefs during the rehabilitation and reconstruction in Aceh in 2004-2009 have a negative impact on the environment. From the analysis, this study then summarizes some of the determinants, which is as follows: (a) there is a greater dependence of humanitarian actors on the availability local natural resources in efforts to succeed the process of rehabilitation and reconstruction. However, the natural resources are very limited. To overcome this problem, several agencies working to provide supplies from abroad, while many of the other institutions to take shortcuts way by using illegal and unsustainable resources; (b) environmental cases influenced by macroproblems of post disaster intervention in Aceh; (c) micro-institutional issue. It deals with for example the lack of knowledge, capacity and competence, differences in motivation and how actors adapt a very complex situation. All of these factors inherent in a complex situation faced by diverse actors in addressing the humanitarian aid after large-scale disasters such as in Aceh, 2005-2009.
