dc.description.abstract | Constructing broadcasting regulations in a changing state such as Indonesia is not an easy process. Like other policies, a broadcasting policy is a product of a political process in which multiple stakeholders attempt to affect policy outcomes. The fall of Suharto and the political upheaval in 1998 led to a push to create a new democratic broadcasting law. Infused with the democratic spirit, many actors tried to influence the Indonesian House of Representatives (DPR) in its creation of new broadcasting legislation. This drive began in earnest in 1999 and new legislation was enacted in December 2002. Yet, controversies and debates are still taking place. This paper attempts to map the central debates in the Indonesian media policy, particularly TV broadcasting, following the political change in 1998. It elaborates on three issues: the process to shape and pass the new broadcasting law; the new regulatory regime (ideas, institutions, policy); and the potential problems under the new law in terms of democracy. © Copyright 2006 Taylor and Francis Group LLC. | |
