Modal Sosial di dalam Upaya Pengurangan Risiko Bencana Merapi"Sister Village":(Studi kasus Desa Ngargomulyo Kecamatan Dukun dan Desa Tamanagung Kecamatan Muntilan)
Abstract
ABSTRACT This research is a study on sister village program as a disaster risk reduction effort in Magelang Regency. The purpose of this study was to discover the roles of social capitals in the sister village program and the social capital supporting factor. The lack of study on the roles of social capitals in disaster risk reduction which focuses on refugee management and the shift of disaster management paradigm from emergency response to disaster risk reduction makes this study very relevant. The research method used was qualitative research method with case study approach in Ngargomulyo Village and Tamanagung Village couple. The sampling techniques were purposive sampling and snowball sampling with 13 informants. The data collection techniques were field observation, unstructured interview and literature study/documentation. The data analysis techniques were data reduction, presentation of result of data reduction, and drawing conclusion. Research results showed that social capital dimensions which play a role in sister villages are group and network, trust and solidarity, collective acts and cooperation, information and communication, social cohesion and inclusion, and empowerment and political actions. The six social capitals helped the governments of Ngargomulyo Village and Tamanagung Village in realizing sister villages. Groups helped both villages to build a relation. Network between both village governments and various institutions significantly supported sister villages. Trust and solidarity were basic social capitals. The establishment of sister villages was due to mutual trust between both villages and solidarity of supporting village. Collective acts and cooperation realize common purposes of sister villages. Information and communication tightened the relation between both villages. Social cohesion and inclusion were reflected in the willingness of the government of Tamanagung Village to be the supporting village. Social bond between both villages strengthened the sisterhood of both villages. Empowerment and political actions gave a space for the governments of both villages to set policies in sister villages. Social capitals of sister villages were supported by leadership factor. The initiative of local government and enthusiasm of the heads of the sister villages gave a significant support in the social capitals of sister villages. The suggestion for the government of Magelang Regency is to immediately consider and prepare facilities and infrastructures in the supporting village. The government of Ngargomulyo Village should keep being active in cooperation, maintaining social bond, and giving feedbacks. The government of Tamanagung Village should keep socializing the public to prevent conflicts in the future and minimize the potential of distrust. To other local governments, this sister villages can be a reference in refugee management. Future researchers may study preparedness, responses, community participation, implementation and evaluation of sister village program.
