Evaluasi Program Rehabilitasi Rumah Tidak Layak Huni(RTLH) di Kabupaten Kepulauan Anambas Provinsi Kepulauan Riau
Abstract
ABSTRACT Not Liveable House Rehabilitation is one part of poverty alleviation programs. Most of Anambas Islands population live in coastal and work as a fisherman. They rarely think to build decent housing. One of the reason because their income is Rp. 250.000,-/months just enough for their daily needs. To that end, the government provides assistance Not Liveable House Rehabilitation, so that they can focus on to improve their welfare. This study aims to determine the achievements of the program and identify factors that affect the success of the program. The method used in this study is a qualitative method, so the theory is not to be tested, but as an approach to the research problem. Researchers using the theory presented by Poister (2003) on the Logical Framework and Dunn (2003) on Evaluation Criteria. Collecting data using in-depth interview technique, documentation and surveys. The results showed that in the implementation, the program is performing well, while the objective of the program is not optimal. Only 2 (two) program from 5 (five) objectives are achieved including: avaibility livable housing for the poor, comfort existence reside. While the other programs is not maximized like Improving the dignity of the poor, improving the ability of the family to carry out the roles and family function to provide protection, guidance and education, Improving health and environmental quality of human settlements. Some of the problems found in the field: 1). Invalidity of the initial data the program, 2). Lack of role Districts, 3). Implementor less understand the content and purpose of the program, 4). The different shapes, spacious and models house Livable, and 5). Discontinuity in policy to one another. This Rehabilitation program well received by the community. But this program cant stand alone to end poverty. Government need to intervene with another aid, so they can improve their welfare. Keywords: Poor, Social Policy and House Livable (RLH)
