Analisis Kebijakan Percepatan Penganekaragaman Konsumsi Pangan Berbasis Sumber Daya Lokal di Provinsi Riau
Abstract
Abstract Food consumption diversification policy in Indonesia is not a new policy. Food consumption diversification policies have been implemented since 1974 through a presidential decree number 14 of 1974 until the presidential decree number 22 in 2009. Since the implementation consumption diversification policy in Indonesia, the rice consumption continues to increase and scores Hope Dietary Pattern (PPH) has not been able to reach 100. Riau Province is a province that has a high degree of reliance on the consumption pattern of carbohydrate sources. The main carbohydrate source in Riau Province derived from rice. Availability of rice in Riau province each year depends on the distribution of other provinces and neighboring countries. Consumption patterns in Riau Province has not varied and very skimpy on the consumption of root crops, animal food, vegetables and fruit. Conditions consumption patterns in Riau if not resolved will lead to food shortages. therefore, the central government and local governments to implement Accelerated Food Consumption Diversification (P2KP) in Riau Province through the optimization of their yards, Menu Creativity Contest (LCM), and the development of local food. Diversification policy in Riau Province through P2KP movement has been implemented in 2010 until 2013 but has not been able to increase the score of PPH in Riau Province. PPH score is a measure to determine the diversification of food consumption in the region. Implementation of the policy accelerated food consumption diversification based on local food in Riau Province in 2010 until 2013, but has not been able to increase the score of PPH, the formulation of the problem in this study is why the policy accelerated food consumption diversification based on local resources in Riau has not reducing food consumption patterns of rice and food consumption diversification. The method used is interviews, literature review, and documentation. Policies accelerated food consumption diversification based on local resources in Riau Province were analyzed through three dimensions: the process dimension, the program dimension, and political dimension. Dimensions of the process includes the process of policy-making and innovation policies. Dimensions of the program includes the implementation of policies, use of resources, and the impact of the program. Dimension of the political includes firmness, publicity, and the willingness of local governments. Based on the results of policy research accelerated food consumption diversification based on local resources in Riau Province categorized failed the program and the political dimension, the dimension of the process successfully, but there has been no innovation in the policy. The results of the analysis of the process dimension, the policy-making process accelerated food consumption diversification based on local resources is done in a way that is legal according to the stages that include identification of problems would be a policy to set up a legal product that is authorized by ministry of law and human rights Indonesia. Innovation policy of diversification of food consumption has not been seen for 40 years. Fill policies have only focused on the food source of carbohydrates and are not specifically discusses other types of food. Results analyst of the analysis of the program dimension, the implementation of the program encountered many obstacles so that the goal can not be achieved, the existence of inefficient use of resources, and a decrease in consumption patterns as well as the diversification of food consumption in Riau Province as the impact of the xi program has not yet been reached. The results of the analysis of the political dimension, there is no firmness, publicity, and the willingness of the provincial government in order to support the implementation of policies accelerated food consumption diversification based on local resources in Riau Province. Recommendations for future policy of diversification of food consumption are: first, the necessary food consumption diversification policy innovation that leads to the kind of animal food, vegetables, and fruit. Second, program development policy must be based on the diversification of food consumption patterns of consumption and potential problems of local food area. Third, improving the welfare of the community through the program. Fifth, giving punishment if government is not committed to implementing the food consumption diversification policy.
