ABSTRACT Market driven development would triggered environment destruction which happened simultaneously it would effect on decreasing the quality of living environmental. Therefore, spatial planning became an important aspect in order limit spatial be used efficiently with concern persistency of sustainability and living environment capability. Invasion process and urban sprawl as the impact of limit urban spatial have been spread to most of Sleman District area, especially of the Mlati Subdistrict region. The development in this area should get more attention so that this developing region would not become unmanaged growth in the following days. Protecting living sustainability and reducing living destruction effect that might caused ecology system disturbance in Sleman District area, BPPD (Region Land Controlling Board) of Sleman District has been controlling on changing the used of land by socialization the land policy which had been made by the government of Sleman District, built information board in strategic places so that the community could read it easily. One had been built in agriculture zone in Sendari-Gombang street, Tirtoadi, Mlati Subdistrict. Based on that, this study aims to determine target group participation on zoning regulations, cased study in Sendari-Gombang street, Tirtoadi, Mlati Subdistrict. The study also wanted to uncover the factors that influence target group participation in zoning regulations implementation in that area. Thus, the method used is case study with descriptive naturalistic approached. Agriculture zoning in Sendari-Gombang street was carried out in participial so it fulfill the need of target group. The performance of zoning in this area is good. Implementation of agriculture zoning on Sendari-Gombang street had met the masterplan (RTRW), and it proved decreasing as well as controlling agriculture land changed into building area in Tirtoadi. In response of many problems that connect to continually participation of target group in agriculture zoning in Sendari-Gombang street, Tirtoadi, it is therefore recommended that the government of Sleman district should do the following: resume tax subsidy, set compensation for limit land owner in agriculture zoning area, it should immediately set derivative law for policy and strategic site plan of Mlati Subdistrict (RTRW), and developing programs for increasing competitive side of agriculture sector.
