ABSTRACT Energy conservation has become one of the energy management policy in Indonesia since 1981, but its implementation can not be maximized. Implementation of energy policy still focuses on the process of providing and expanding access to the public. Energy consumption increased from year to year due to fuel consumption up to 2012 still amounted to 34.33%. Automatically, energy subsidies are also increasing and becoming heavy burden the government budget. Implementation of energy conservation should be a solution Indonesias energy problems. Fiscal burden of energy can be reduced by energy savings. Another benefit of energy conservation is preservation of environmental quality. Combustion of fossil fuels can be reduced when energy consumption is also reduced. With the implementation of energy conservation also will find new energy sources derived from results saving and efficiency in energy consumption. The residual energy can be used for fulfillment of other needs or needs people who have never enjoyed access to energy. This study will look at the implementation of energy conservation set in Act No. 30 of 2007 on Energy and Regulation Government No. 70 of 2009 on the Conservation of Energy. The using method is content analysis with study units are meaning, implementation and energy conservation systems and community involvement in this implementation.
