Pengaruh Pemberitaan Media Mengenai Kerentanan Masyarakat terhadap Kebijakan Rehabilitasi dan Rekonstruksi Pasca Erupsi Merapi di Yogyakarta:(Studi kasus Kompas (2010 - 2011)
Abstract
ABSTRACT The elaboration of media influence toward policy is quite under studied in International Relations (IR) study, especially in humanitarian field. One of the most famous studies of media influences in IR is The CNN Effect that explained how the west media pushed US Government to undertake humanitarian intervention in some crisis overseas. In this paper, I try to catch the same ambience but with smaller indicators namely domestic policy in humanitarian crisis. This paper aims to comprehend the influence of media news coverage toward humanitarian policy after disaster in Indonesia, and the media in this paper refers to Kompas as the biggest printed newspaper in Indonesia. Here, I also consider media as the humanitarian diplomacy actor based on the definition of humanitarian diplomacy as the effort to diminish or to ameliorate people suffering in humanitarian crisis condition (Minear & Smith, 2007). I propose the main research questions here are: 1) how did Kompas frame the vulnerability of people around Merapi Volcano after the eruption in 2010? 2) how did the framing of Kompas about the vulnerability influence the reconstruction and rehabilitation policy after eruption 2010 in Yogyakarta? From the first question I try to reveal the role of Kompas as humanitarian actor, then through the second question, I see the media influence toward government policy in humanitarian crisis. I use certain theoretical framework to answer those question namely 1) humanitarian diplomacy 2) framing analysis 3) vulnerability concept and 4) agenda setting theory. Through that theoretical framework, I get the hypotheses as such 1) Kompas covered the news about people vulnerability in Merapi and it also pushed government to ameliorate people suffering. Unfortunately Kompas covered Unsafe Condition (the most visible aspect of vulnerability) more frequent than others aspects like Dynamic Pressure and Root Causes and 2) the more frequent Kompas covered the vulnerability of people, the bigger of medias opportunity to influence government policy based on reduction of people vulnerability in Merapi.
