Pengarusutamaan Gender dalam Pembangunan Kualitas Sumber Daya Manusia:(Studi Analisis Isi UU Nomor 36 Tahun 2009 tentang Kesehatan dan UU Nomor 20 Tahun 2003 tentang Sistem Pendidikan Nasional)
Abstract
ABSTRACT The development of human resources quality is a vital aspect of national development, as a determinant of the nation future. The development of human resources quality are implemented through the development of health and education sectors. The results of the development of these two sectors should bring the optimum benefits to the whole community, men and women, wherever they may be. In fact, there are some obstacles that may be experienced by a person, male or female, in the form of gender inequality and injustice. Gender mainstreaming offers an alternative policy that guarantees the public can gain access to participate in decision-making process (control) so that the benefits of the development of health and education sectors can be enjoyed fairly and equitably. Integration of gender mainstreaming strategy in the legislation characterized by the access assurance, participation, control, fair and equitably benefit. This research looked at the integration of gender mainstreaming in public policy, especially in the form of legislation. The qualitative content analysis is a method to understand the content of a policy, either explicitly or impliedly, by using a relevant theoretical frameworks. The research looked at two acts related to human development from the perspective of gender mainstreaming. Have gender mainstreaming strategies integrated in Health Act and Education Act? Therefore, the qualitative content analysis is appropriate to the research methods. The results figured out that the Health Act has been able to accommodate all gender issues and ensure Gender Equality and Equity in almost all parameters, access, participation, control, and benefits, so it can be said that Health Act has gender mainstreaming integration in it. Researcher concluded that Health Act have tended to be gender responsive. While that happens in the Education Act, there were some gender issues that have not been accommodated so that there is no Gender Equality and Equity assuredness on some of these issues. Researcher concluded that Education Acts tended to be gender neutral. The different results in these two acts would bring a significant impact on the quality of human resource development. Healthy human tends to be easier to be realized than an intelligent one. Gender inequality and injustice is still going to happen when these two acts do not soon be revised on their parts that do not support the assuredness of Gender Equality and Equity.
