ABSTRACT This study will examine the limitations of information systems in the development planning process. In the implementation of E-Government, using technological information system becomes an inovation to improve government productivity. In Yogyakarta Special Province (DIY), some technological information systems are used in planning process to make it easier and more effective. However, limitations of them are still found in both stages and approaches of planning process. This study will examine the limitations in using those systems in the development planning process at the government of DIY. The limitations of the systems that cause their contribution have not been optimal yet in the planning process are (1) they are technocratic. Generally, they are designed to support technocratic planning. (2) they are technical. They have roles to facilitate technical matters such as to restrict time of data entry and to provide reports in specific formats. (3) They can not be used optimally to support decision-making process because informations that are produced from the systems are not depth analyses. (4) The systems do not guarantee data consistency because they have not been integrated yet. Those limitations are not only caused by the information system ability, but also influenced by several obstacle factors including technical obstacles, data obstacles, procedure obstacles, the political and policy obstacles. Information systems run optimally if the ability of the systems is improved continuously and the obstacles is minimized and all elements synergize and actively provide supports for information system utilization.
