Peran Diplomasi Komersial dalam Pengembangan Industri Smelter Bauksit di Indonesia
Abstract
ABSTRACT Bauxite smelter industry in Indonesia has developed so rapidly. It is not only caused by the implementation of Law No.4 of 2009 on Indonesias mineral and coal mining, but also Foreign Direct Investment (FDI) flows that are intended to realize bauxite smelters in Indonesia. The flows of FDI on bauxite smelter industry raise a question. Cost required to build a bauxite smelter is high. Meanwhile, smelter is something new in Indonesias mining. This research will reveal the role of bauxite smelter investment promotion conducted by Indonesia to attract such FDI flows. Investment promotion is one form of commercial diplomacy activities. The manifestation of Indonesias commercial diplomacy will be observed by using Potters commercial diplomacy framework which is developed under Wells and Wints investment promotion strategy to determine pattern arranged. The result shows that Indonesias commercial diplomacy manifested in different patterns, depend on each targeted object of Indonesias investment promotions. Referring to Potters commercial diplomacy framework, the pattern should be arranged in the form of stages: networking and public relations intelligence contract negotiator of implementation promotion of FDI problem-solving. Promotion of FDI is the primary activity, while four other left are the supportive activities of commercial diplomacy. Thus the pattern is found entirely in the context of Japan, but not entirely in the context of China. Keywords: commercial diplomacy, investment promotion, primary activity, supportive activity.
