Si This study wants to answer how the frame construction practices on the issue of territorial reform of ALA ABAS on Harian Serambi Indonesia year 2013-2014. This study uses only one local media in Aceh that Harian Serambi Indonesia as research objects. , The study analyzed the texts of news on the issue by using a Robert entman framing tools, such as: Define Problem, Causal Interpretation, Moral Evaluation, and Treatment Recommendation. This study found a number of frames in the construction practice issues ALA ABAS territorial reform. Frame include: the frame of politics, economy, identity, and administrative law. Furthermore, in this study it was found that the fourth frame lead to a political frame. This can be traced through, first, the quantity of news, political dimension has a number of news is dominant, as many as 7 news. Second, the assertion that the dominant news sources from among the political elite contained in each dimension of the frame. The news so suggests that the issue is a discourse on the basis of the interests of the political elite. Keywords: Decentralization, Territorial Reform, Framing, Local Media
