ABSTRACT This study aimed to investigate the power relation between legislative and technocrats in the local regulation formulation process. In the process of formulating local regulations, DPRDs regional legislative body in collaboration with experts devise academic paper and by-law drafts.The expert as a technocrat is someone who has knowledge, skill or expertise. Experts are assigned to conduct scientific studies and analysis of the academic paper and by-law drafts. Although experts are working scientifically, they cannot be seen as a value-free actors. Experts have a source of power and their own interests. Thus, the issue evoked in this study is; "What power relations exist between the legislative and technocrats in the process of drafting Local Regulation on Legal Entity Conversion of Regional Company (PD) North Sumatra Province Hospitality Industry into Limited Liability Company (LLC) Dhirga Surya North Sumatra in the Legislative Council of North Sumatra Province?" The theory used in this study was the theory of power with two dimensions of power approach and the theory of technocracy. This study used descriptive qualitative case study approach and was performed in North Sumatra Provincial Parliament in the city of Medan, North Sumatra. The result shows that the relationship between DPRDs regional legislative bodyof North Sumatra and expert council in the process of drafting academic paper and by-law draft, established a certain relation of power. Regional legislative body with legislation power and experts with science power, used their resources of power to influence policy and hamper the interests that are not profitable for them. Thus, the process of policy formulation turned into an arena for power struggles and interests. Technocrats no longer served to provide variants to legislative policy, instead they fight for their own interests with the power they had. The relationship between local legislative bodies and experts formed a mutual power relations. Each actor is mutually beneficial to fight for their interests. Power relations between regional legislative bodyand experts influenced the formulation of regional regulationdrafting process. Regional legislative body relied heavily on the expert council to conduct scientific studies and analysis. This made technocracy logic worked more than political logic in DPRD (regional legislative council), a political institution.Public policy formulation process, which is a legislative power, now run by a few experts.
