Politisasi Promosi Jabatan Birokrasi :(Kajian Politisasi Birokrasi dan Promosi Jabatan di Pemerintah Kabupaten Halmahera Barat)
Abstract
Abstract In Indonesia, bureaucracy and politics are two sides of a coin that can not be separated because politics is still become the main vehicle for bureaucracy position. Bureaucrats who come from political parties will use their bureaucracy power to politicize the bureaucracy and bureaucrats will use the momentum of Legislative Election as a way to gain bureaucracy positions. This study aimed to describe the politicization of bureaucracy in West Halmahera and its relation to promotion after Legislative Election (Pileg) 2014. Data obtained through the method of interview to the parties directly involved in Pileg 2014, such as: Success Team of legislative candidates, NGO activists, civil servants, citizens and some secondary sata/documents. The results show that there has been a bureaucracy politicization in West Halmahera in 2014 Legislative Election. Bureaucracy mobilization performed by members of the ruling party to the civil servants through the powers to did direct targeting for prospective voters both PNS families and communities. In addition, after the completion of 2014 Legislatif Election seen some civil servants who allegedly a candidates success team got promotion without meeting the terms of prevalence. This obviously damaged the spirit of neutrality of civil servants and betraying the public trust. These findings of the study have implications on the importance of making more stringent rules and heavy sanctions for bureaucratic apparatuses involved in politics. Official promotion should be based on the principle of the right man on the riht place and the right man on the right job. They should be equipped with expertise, skills and experience through leadership education and training program and selected through a fit and proper test before being promoted.
