Kinerja Daerah Kabupaten/ Kota Se-Provinsi Sumatera Barat Tahun 2005 - 2013 :(Tinjauan PDRB- PK, APBD, RKKD dan IPM)
Abstract
ABSTRACT Performance of the District / Municipality of West Sumatra province is quite diverse then required a measurement technique concrete. This research is focused to determine the classification of regions based on Gross Domestic Income per capita (GDP Per Capita), the growth of the realization of Budget (APBD), Ratio of Regional Financial Independence (RRFI) and the Human Development Index (HDI) and measure the degree of inequality region , Based on the explanation and the type and level of data analysis used in this study were classified quantitative descriptive research using data collection techniques study the documentation and review of the literature. The data used in this research is secondary data is data Local Government Financial Statistics, HDI and its components, GDP District / Municipality and Region in Figures. Observation period is 2005 to 2013 with the object of study as many as 19 districts / cities in West Sumatra Province. The analytical tool used to classify the object of study is the typology Klassen while to measure the level of inequality index used williamson region. Results of the analysis of the relationship typology Klassen GDP and GDP per capita divides the area into four quadrants that Quadrant I: Lima Puluh Kota, Solok (Municipality), Padang Panjang and Bukittinggi. Quadrant II: Padang, Sawahlunto and Pariaman. Quadrant III: Solok (District), Padang Pariaman, Agam, Pasaman, Dharmasraya, Solok Selatan, Pasaman Barat and Payakumbuh. Quadrant IV: Kep. Mentawai, Pesisir Selatan, Sijunjung and Tanah Datar. Klassen typology analysis of the relationship GDP and the growth rate of budget realization that Quadrant I: Dharmasraya, Solok Selatan, Pasaman Barat and Padang Panjang. Quadrant III: Solok (District), Padang Pariaman, Agam, Lima Puluh Kota, Pasaman, Solok (Municipality), Bukittinggi and Payakumbuh. Quadrant IV: Kep. Mentawai, Pesisir Selatan, Sijunjung, Tanah Datar, Padang Sawahlunto and Pariaman. Mentawai, Tanah Datar, Padang and Sawahlunto. Quadrant III: Solok (District), Padang Pariaman, Agam, Lima Puluh Kota, Pasaman, Solok Selatan and Pasaman Barat. Quadrant IV: Pesisir Selatan, Sijunjung and Pariaman. While the analysis of the relationship typology Klassen GDP and HDI , namely Quadrant I: Solok (Municipality), Padang Panjang, Bukittinggi and Payakumbuh. Quadrant II: Tanah Datar, Padang, Sawahlunto and Pariaman. Quadrant III: Solok (District), Padang Pariaman, Agam, Lima Puluh Kota, Pasaman, Dharmasraya, Solok Selatan and Pasaman Barat. Quadrant IV: Kep. Mentawai, Pesisir Selatan and Sijunjung. Results of the analysis of the region with an index of inequality Williamson proves that the average level of inequality between the regions District / Municipality in West Sumatra Province period 2005-2013 was 0,388. This region inequality is high, but the trend of inequality tended to decline in the period 2005-2013. Recommendations from this study is the first , to encourage investments from the private sector by improving infrastructure. Second, the pattern of regional development should be prioritized based on criteria and resources of each region. Third , reduce disparities between regions by improving the comparative and competitive advantages of each region.
