Konflik Kepentingan Antar Stakeholders dalam Pembangunan Apartemen Uttara di Kabupaten Sleman
Abstract
ABSTRACT The higher population growth have an impact on the need for increased occupancy. Yogyakarta city is already a fairly dense city, so in accordance with the RTRW No. 12 of 2012 Sleman, Yogyakarta urban area has expanded to the southern part of Sleman. Limited land for settlements, prompting an innovation on their vertical housing or an apartment to provide decent housing for the community. These opportunities read by investors as a business opportunity which is to build an apartment. An obstacle that occurs is when an apartment building located near the residential area. So that residents will worry its water resources will dry up at any time. That is why the construction of apartments Uttara in Sleman made conflict between developer and residents. This study tried to examine conflicts of interest among stakeholders in the development of Uttara Apartment in Sleman. The results of this study, there are two large slices of interests. First, interests slice of government and business where businesses have an interest in profit and government have an interest local income generating and regional investment. Second, interests slice of citizens and NGOs alike struggled to articulate more development attention to a public vote. Both were eventually met in a forum and then it goes to a compromise, there were two huge response. First ,residents whose pro with the construction of apartments Uttara because they get compensation from Uttara. And second, citizens who continue to struggle to reject the building because it was not in accordance with their aspirations. This conflict is still continuing today, so as to further research can conduct research on conflict resolution when it happened.
